Claims
The Settlement Act states that only the Penobscot Indian Nation, the
Passamaquoddy Tribe, and the Houlton Band of Maliseets have any claims to land
in the State of Maine, and that other Maine Indians abandoned their holdings.
It ratifies all land transactions in which any Maine Indians lost their lands by
treating such transfers of land as though they were done in accordance with the
laws of the United States. This has the effect of extinguishing all Indian
land claims in Maine, except for the three reservations. It releases the
State from any obligation it ever had to any Indian person, tribe, nation, or
band, including groups that are not part of the Settlement.
